The equipment manufacturing industry such as robots once again stood at the tuyere of the policy
Premier Li Keqiang presided over the executive meeting of the State Council on April 6 and decided to implement the standardization and quality improvement plan for the equipment manufacturing industry
the meeting requires that in the future, we will aim at the international advanced level, implement the standardization and quality improvement projects of industrial foundation and intelligent manufacturing, green manufacturing, accelerate the development of key technical standards, promote new breakthroughs in the standardization of key fields such as robots, advanced rail transit equipment, agricultural machinery, high-performance medical devices, and strive to increase the conversion rate of international standards in key fields from more than 70% to more than 90% by 2020
on the same day, the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of Finance issued the robot industry development plan (year) (hereinafter referred to as the robot plan)
the robot plan also proposes to significantly improve the quality reliability and market share of domestic robots, break through the bottleneck of key technologies and core parts through the construction of the standard system, and take the lead in breaking through the top ten landmark areas. In this process, policy support will be given in the areas of Finance, taxation, processing with supplied materials, and actively cultivate leading enterprises
improve the market share of domestic robots
the robot plan shows that during the 13th Five Year Plan period, we will adhere to the principles of market leadership, innovation driven, strengthening the foundation and quality first to achieve two breakthroughs and three improvements in China's robot industry, that is, to achieve major breakthroughs in key parts and high-end products of robots, and to achieve a significant improvement in the reliability of robot quality, market share and competitiveness of leading enterprises
the plan further puts forward the five-year overall goal of Industrial Development: to form a relatively perfect robot industrial system, significantly enhance the technological innovation ability and international competitiveness, and achieve the same level of product performance and quality in the world
Zuo Shiquan, director of the Equipment Industry Research Institute of CCID Research Institute of the Ministry of industry and information technology, told the 21st Century Business Herald that quality reliability is a prominent problem facing China's equipment manufacturing industry. Taking robots as an example, many products have been made, but the reliability and satisfaction are far from that of foreign countries
Xu Xiaolan, Secretary General of the world robotics conference, told the 21st Century Business Herald that due to the quality gap, foreign countries account for a large market share in the field of precision, automation, mobility, digitization and other high-end industrial robots, while China's industrial robots are concentrated in the middle and low-end fields
Yao Zhiju, Deputy Secretary General of China robot industry alliance, introduced that the application of domestic equipment mainly focuses on handling, stacking, loading and unloading; Foreign brands have an absolute advantage in the field of welding and assembly. In the field of automotive electronics, the market share of foreign capital has reached 90%
according to Zuo Shiquan, in terms of market share, China currently accounts for 28% of the world's share in terms of units, but in terms of value, it may not exceed 10%
according to Zuo Shiquan's prediction, by 2020, the density of industrial robots is expected to exceed 100, occupying this market space, rather than being occupied by foreign brands, which requires the improvement of the quality of domestic equipment
according to Yao Zhiju, the goal of robots during the 13th Five Year Plan period is to have more than 150000 industrial robots in China and more than 80000 domestic robots by 2020. At the same time, the quality is significantly improved, and the mean time between failures reaches the international advanced level
the robot plan puts forward five main tasks, the first of which is to promote the breakthrough of major landmark products, including arc welding robot, vacuum (clean) robot, fully autonomous programming intelligent industrial robot, man-machine cooperation robot, double arm robot, heavy-duty AGV, fire rescue robot, surgical robot, intelligent public service robot Intelligent nursing robot
Zuo Shiquan said that the top ten iconic products were selected through comparison. On the one hand, they focus on their own needs. On the other hand, there is still a large gap in these areas in China, which needs to be broken through and can form industrialization
Zuo Shiquan believes that behind the gap is China's weakness in five key components and core technologies. The precision requirements of accelerators and reducers are not particularly high. Several Chinese enterprises are doing it, but in terms of motors, controllers, chips and so on, even if China can do it, there are still some problems in stability
therefore, the plan proposes to vigorously develop the key parts of robots and comprehensively break through the five key parts of high-precision reducer, high-performance servo motor and driver, high-performance controller, sensor and end effector
in terms of key common technologies, Zuo Shiquan introduced that China's equipment is very backward in motion control and precise sensing system. According to some experts' predictions, the gap between China and Japan, the United States and other countries is about. Breaking through common key technologies is beneficial to the development of the whole industry, but the investment is large, and a single enterprise is unwilling to do it from the perspective of its own interests
the plan points out that we should strengthen the basic industrial capacity, strengthen the research on common key technologies of robots and the construction of standard system, establish a robot innovation center, and build a national robot testing and evaluation center
standardization is also the requirement of the executive meeting of the State Council on April 6 for the equipment manufacturing industry
in Zuo Shiquan's view, the standard of robot should be formulated under the framework of intelligent manufacturing. Its standard system should not only include engineering standards, but also include standards of communication, products, processes, applications and system integration. The consistency of products can only be determined by standards, which is also the need of product identification and certification. Zuo Shiquan said
actively cultivate leading enterprises
an important task of the plan is to cultivate leading enterprises. To this end, it will support the cross-border integration of Internet enterprises and traditional robot enterprises, and lead a good industrial ecological environment with leading enterprises
Zuo Shiquan believes that the competitiveness of leading enterprises determines the competitiveness of the robot industry. The robot industry has obvious economies of scale. For example, large-scale purchase of parts and components has stronger bargaining power, thereby reducing procurement costs; From the perspective of system integration, large enterprises can provide the whole robot production line, and the market occupied by the service sector is also very large
internationally, abb, FANUC, Yaskawa electric and KUKA are called the four families of the robot industry. These giants occupy more than 70% of the market share of China's robot industry, and almost monopolize high-end fields such as robot manufacturing and welding
data show that the number of robot enterprises in China has exceeded 4000, of which 90% have a scale of less than 100million yuan
Zuo Shiquan believes that Chinese enterprises and international giants are not on the same level. At present, China has no large robot enterprise with an annual output of 5000 units, while foreign countries often have 20000 or 30000 units. Zuo Shiquan said that at present, China will focus on completing the experimental function very conveniently; In addition, it is equipped with a special lengthened jaw for steel strand to ensure that the broken crack in the sample is placed on the cultivation of robot leading enterprises, including emerging Xinsong, xinshida, evert, Guangzhou CNC, etc
a key point of cultivation is fiscal and tax support. It is worth noting that although the robot plan was drafted under the leadership of the Ministry of industry and information technology, it was issued together with the Ministry of Finance and the national development and Reform Commission to speed up the wear and tear of the two. The plan mentions that fiscal and tax support will be increased, and policies and measures such as the central financial science and technology plan, industrial transformation and upgrading, central infrastructure investment, the first (set) major technical equipment insurance compensation mechanism will be used to support the research and development of robots and their key parts Industrialization, promotion and application
in addition, Yao Zhiju said that at present, there are signs of repeated construction in China's robot industry, which will be mentioned in our plan. We should avoid robots from repeating the mistakes of the photovoltaic industry
